The Trump administration proposed amending regulations that affect asylum eligibility on June 15, 2020. The American Immigration Council submitted these comments opposing the proposed rule that would severely limit what constitutes persecution and what qualifies as a “particular social group” and “political opinion.”
The proposed rule would also implement several new bars to asylum—including for people who passed through two countries prior to arriving in the United States or stayed in another country for at least 14 days prior to arriving in the country. The rule would also redefine what it means to have “firmly resettled” in a third country and heighten standards for protection under the Convention Against Torture, and during screening processes at the border.
