Today, a group of immigration reform advocates called for an end to the controversial 287(g) program, labeling it a “failed experiment.” Speakers from labor organizations and immigration advocacy groups said the expansion and continued failure of this enforcement program is a “worrying signal on the President’s commitment” to reforming our immigration system. This week, members of the House of Representatives held hearings dealing with visa application costs and visa overstays—and the partisan divide between Democrats and Republicans was as clear as ever. As Congress and immigration experts continued to debate the specifics of visa processing and overstays, the need for an entire immigration overhaul—an overhaul that would tackle these issues and others more directly and on a larger scale—became even more apparent. Wide Cast of Characters Discuss the Benefits of Legalization
While comprehensive immigration reform (CIR) remains stalled somewhere between the House, Senate, and the Administration, four noted experts were interviewed by the Council on Foreign Relations (CFR) about how immigration reform would affect the U.S. economy. These interviews were posted on CFR’s website yesterday. David Scott Fitzgerald, Associate Director for the Center for Comparative Immigration Studies at the University of California, San Diego; Heidi Shierholz, an economist for the Economic Policy Institute; Mark Krikorian, Executive Director for the Center for Immigration Studies; and James Carafano, Director for Foreign Policy Studies at the Heritage Foundation offered opinions on immigration and the economy. Budgeting Immigration: Secretary Napolitano Talks Dollars and Programming
Department of Homeland Security (DHS) Secretary Janet Napolitano spent the past two days testifying in front of congressional committees addressing concerns over President Obama’s fiscal year (FY) 2011 DHS budget. Mixed in among the complaints over proposed cuts in cyber security and the Coast Guard were a number of budget decisions with immigration implications. Chief among those decisions were a cut in border patrol agents, the status of the troubled SBInet program, and worksite enforcement efforts—including the oft-maligned E-Verify program. Read More
Thousands Gather Across the U.S. to Support Comprehensive Immigration Reform
The Reform Immigration FOR America campaign launched its Massive 2010 Nationwide Kickoff last week, holding more than 100 events in 28 states. Events include town halls, marches, vigils, and other rallies. In Denver, Colorado, hundreds of faith leaders and immigrant advocates joined U.S. Sen. Michael Bennett (D-CO) to rally for comprehensive immigration reform (CIR). Sen. Bennett, packed in an auditorium with more than 500 supporters of immigration reformer, pledged his support for immigration reform and further commented that "the [immigration] system is unmanageable” and will “require a broad coalition of groups to bring about reform." Today, we celebrate the life and legacy of Dr. Martin Luther King, Jr., a man whose dream of equality and human rights changed the course of history. His legacy will be remembered this week by people of all colors and creeds who still believe in the American dream and who continue to fight for equality, civil rights and the basic human dignity they deserve. Fatal Flaws: Social Security Administration Shows Us How E-Verify Doesn’t Work
The E-Verify website claims that the process for verifying whether workers are authorized for employment in the United States is simple. The practices of the Social Security Administration (SSA), the agency that jointly administers E-Verify with the Department of Homeland Security, tell a different story. According to a report released this month by the SSA Inspector General, though required by law, the agency failed to use E-Verify on nearly 20 percent of their new hires. The report documenting SSA’s myriad mishaps is proof of what workers’ rights advocates have long believed: E-Verify is still not ready for widespread use. Read More
Transforming the Role of Immigration Enforcement through Immigration Reform
For years, the U.S. government has tried and failed to curb undocumented immigration through enforcement-only tactics at the border and interior raids. The number of Border Patrol Agents has increased substantially over the past years—as have budgets and technological investment at the border—yet none of these increases have resulted in a significant decline in the undocumented population. In fact, we have the largest undocumented population in our nation’s history. Simply enforcing the woefully outdated and ineffectual immigration laws currently on the books is not working. Many immigration enforcement experts—including DHS Secretary Janet Napolitano—agree that the only way to solve our immigration enforcement problems is through comprehensive immigration reform. New Report Shines Light on the Economics of Illegal Immigration
Today the Migration Policy Institute (MPI) held an event aimed at dispelling some of the most common myths about illegal immigrants and the U.S. economy and making the case that enforcement-only policies are not cost effective. MPI also released The Economics and Policy of Illegal Immigration in the United States, written by Gordon Hanson, a professor of economics at UC-San Diego. Read More
