Theory of Change

The Council works to create a nation where immigrants are embraced, communities are enriched, and justice prevails for all by using all the levers at our disposal to help those directly impacted by our immigration system today, while also investing in the long-term work necessary to make our communities more connected and increase belonging across the U.S.

Defending due process and ensuring justice

We use the courts to demand a fairer and just process for those directly impacted by the system through cutting-edge lawsuits that hold the government accountable for unlawful conduct and restrictive interpretations and implementation of the law. We also directly serve individuals navigating our immigration system by using our nationwide network of volunteers to increase access to legal counsel.

Advocating for policy change

Through research and analysis, our leading experts work to change our national discourse on immigration by challenging misinformation and disinformation, educating the public, the media, and decisionmakers about our complex immigration system and the true value that immigrants bring to the U.S., and advocating for fair and rational immigration policies that better reflect fundamental American values.

Creating Connections

We use communications strategies to engage hearts and minds on the issue of immigration by employing audience-centered strategies and community engagement to effect the way people think about and act toward immigrants and immigration. Our work is informed by multiple disciplines and grounded in the values of inclusion.

Fostering inventive thinking

We use cultural exchange to connect American businesses with the global market of ideas and innovation. The Council sponsors interns, trainees, and research scholars for programs that secure the prosperity and cultural richness of a globally engaged society. Our experts provide direct support and training to participants, host communities, and attorneys involved in the Exchange Visitor Program.
