The American Immigration Council and other organizations responded to ICE’s Request for Information (RFI) for a National Case Management Program. The letter requests that the Biden administration re-issued the RFI, this time housing the program outside of U.S. Immigration and Customs Enforcement (ICE). The organizations express concern that ICE’s management of the program would be a conflict of interest, and specifies that the program should be opt-in, holistic, individualized, non-profit run, and based in the dignity of participants. They also emphasizes the needs for federal funding for the legal representation of program participants.
