New Heritage Report Ignores Broad Consensus on Economic Benefits of Reform
Today, the Heritage Foundation released a report that attempts to assess the fiscal costs associated with legalizing the 11 million unauthorized individuals living in the United States. The new report is similar to a 2007 study, which was widely criticized at the time of publication and continues to be refuted today by conservatives like Republican budget hawk Paul Ryan, former head of the Congressional Budget Office under President Bush, Douglas Holtz-Eaken, anti-tax activist Grover Norquist and the libertarian Cato Institute. In addition, the Bi-Partisan Policy Institute’s Immigration Task Force (which includes Condoleeza Rice and Haley Barbour) remarked on the report after its release noting, “we strongly believe that this study’s modeling and assumptions are fundamentally flawed because they do not account for the many contributions that an appropriately reformed immigration system can afford our economy and our country.” Read More

Terrified Nativists Unleash Everything They’ve Got Against Senate Immigration Bill
Nativists are terrified by the Senate immigration bill. Legal status for most unauthorized immigrants; a pathway to citizenship for those who are legalized; more flexible limits on future immigration—all of these are anathema to the nativist vision of what the United States should become. So it’s not surprising that the nativists are letting loose with every empirically unsupported argument and scrap of misinformation in their intellectual arsenal. States Move Forward To Allow Undocumented Immigrants To Drive Legally
In a stark change from the harmful measures that swept across states in previous years, 2013 has started out as a good year for immigration reform at the state level. Lawmakers continue to push for pro-immigrant policies to help immigrants already living in the U.S., while the Georgia legislature’s passage of an anti-immigrant bill stands out as an outlier instead of the norm. There have been resolutions endorsing the need for immigration reform and bipartisan support for allowing undocumented immigrants to pay in-state tuition at state colleges and universities. Nativists Trot Out Same Old Arguments at Hearing on Senate Immigration Reform Bill
With an immigration reform bill beginning to move through the Senate, one would expect a little originality from the nativists trying to stop it. Despite Governor’s Best Efforts, New Mexico Keeps Driver’s Licenses for the Undocumented

New Mexico Governor Susana Martinez has failed in her fourth attempt to persuade the New Mexico legislature to repeal the state’s driver’s license law. The law, in effect since 2003, provides access to driver’s licenses for eligible applicants, regardless of their immigration status. Enforcement Without Focus: Non-Violent Offenders Caught in the US Immigration Enforcement System
Since the Department of Homeland Security (DHS) was created in 2003, its immigration-enforcement agencies—Customs and Border Protection (CBP) and Immigration and Customs Enforcement (ICE)—have been officially devoted to the protection of U.S. national security and the prevention of terrorist attacks. However, much of the work done by CBP and ICE on a day-to-day basis involves apprehending and deporting non-violent immigrants who have only committed immigration offenses such as unlawful entry or re-entry into the United States. The highly punitive treatment of these immigration offenders serves no national-security purpose and is not an effective deterrent. A new report released by the University of Arizona’s Center for Latin American Studies identifies three enforcement programs that have contributed significantly to an over-emphasis on low-priority targets: Operation Streamline, the Alien Transfer and Exit Program (“lateral repatriation”), and Secure Communities. The report, In the Shadow of the Wall: Family Separation, Immigration Enforcement and Security, is based on data from the Migrant Border Crossing Study. During 2010, 2011, and 2012, a team of researchers from the United States and Mexico conducted survey interviews with 1,113 recent deportees about their experiences crossing the border, being apprehended by U.S. authorities, and being repatriated to Mexico. Hundreds of Detained Immigrants Held in Solitary Confinement
Every day, out of more than 30,000 detainees, roughly 300 immigrants are held in solitary confinement at the nation’s 50 largest detention centers overseen by Immigration and Customs Enforcement (ICE) officials, according to federal data. Solitary confinement is one of most expensive forms of detention, the New York Times reports, and nearly half of immigrant detainees held in solitary confinement are isolated for 15 days or more – “the point at which psychiatric experts say they are at risk for severe mental harm.” About 10 percent are held for more than 75 days.
