Border Governor Janet Napolitano Favored for DHS Post
There’s no one better than a border governor to lead an office in charge of securing our borders and heading immigration enforcement and services. Recent reports indicate Governor Janet Napolitano (D-AZ) is emerging as the front runner for the position of Secretary of the Department of Homeland Security (DHS) under the new Democratic administration. DHS is responsible for protecting the U.S. from terrorism, responding to natural disasters, as well as heading customs and border enforcement, citizenship and immigration services, and the secret service. In choosing Napolitano, the incoming administration is tapping someone who has experience with a variety of enforcement measures, while at the same time signaling their desire to have a strong advocate for immigration reform running the agencies that manage and execute immigration policy in America. ICE Partners With San Diego County, Seeks Presence in 3,100 Jails
San Diego County recently announced that it would soon be partnering with ICE and dedicating its energy to identifying immigrants in jail for deportation.ICE unveiled its new program – The Secure Communities Program – in March 2008.It gives jails access to ICE and FBI databases so that they can identify inmates who lack legal status or have a criminal history and then turn them over to ICE for deportation. Through this new initiative, ICE plans to eventually have a presence in every one of the 3,100 local jails throughout the U.S. While removing dangerous criminals from the U.S. is an understandable goal, Secure Communities appears to be the latest in ICE’s attempts to get states and localities to do their jobs for them.The best known of these is the 287(g) program, through which local police are trained by ICE, and agree to jointly enforce immigration laws. Steve Levy’s “I’m Sorry” Is Not Enough
Known for his harsh immigration policies and anti-immigrant rhetoric, Suffolk County Executive Steve Levy responded to the brutal murder of Ecuadorian immigrant, Marcelo Lucero, by saying that it was a “one-day story” and that the hate crime received excessive attention due to his own stance on immigration. Steve Levy has since apologized for his comments, but Suffolk County Democratic chairman Richard Schaffer is calling on Levy to serve as a “unifier” to “calm things down.” Yet, as stated in a New York Times editorial, “The High Cost of Harsh Words,” Mr. Levy’s past harsh words and actions against undocumented workers have now left him cornered with a tragically limited ability to lead the county in confronting a brutal act that surely pains him as much as anyone. Presidential Debates Ignore 12 Million Elephants in the Room, Bypass Immigration
What do the economy, health care, and foreign policy have in common? They are all topics that are related to a critical issue that was not discussed in the election 2008 debates: immigration. Everyone from the Latino community to immigration advocates to probing journalists have been eagerly awaiting to hear more about what the two candidates plan to do about the 12 million undocumented people living in the United States. To date, they've heard very little. Our immigration problem isn't going to disappear just by not talking about it. As Barack Obama and John McCain were preparing for their debate last night, 300 workers were rounded up in an immigration raid at a chicken processing plant in South Carolina. In fact, as the two candidates were taking shots at one another, we can guess about 100 children in South Carolina--both citizens and non-citizens--were still left stranded, not knowing where their parents were or when they would see them again. Menendez-Kennedy Raids Bill Reintroduces Rule of Law to DHS
Last week, Senators Menendez (D-NJ) and Kennedy (D-MA) introduced a bill that promises to reintroduce the rule of law and the basic principles of fairness and humanity to the enforcement of our country’s immigration laws. The Protect Citizens and Residents from Unlawful Raids and Detention Act (S.3594) seeks to establish minimum standards of treatment for U.S. citizens, lawful permanent residents and immigrants who are impacted by immigration enforcement operations. In recent months, Immigration and Customs Enforcement (ICE) has dramatically stepped up interior enforcement efforts and it’s no secret that hundreds of ICE detainees have been grossly denied not only due process protections, but also the fair treatment that every person, regardless of their immigration status, deserves. This failure to abide by the rule of law has resulted in utter chaos: U.S. citizens and lawful residents have been mistakenly detained; workers have been retaliated against for exercising their rights to organize in the workplace; and DHS officials have raided private homes without a warrant. Congress Event Perpetuates Myth that Immigrants are Criminals
This morning, Republican members of the House Judiciary Subcommittee on Immigration perpetuated the persistent myth of immigrant criminality with their event on “The Toll of Illegal Alien Criminals on American Families.” The event was spearheaded by Lamar Smith (R-Texas), Steve King (R-Iowa) and Howard Coble (R-NC). Tensions ran high as witnesses ranging from bereaved family members to the President of the Houston, Texas, Police Officers’ Union, to the Chairman of the Prince William County Board of Supervisors made the case that the loss of innocent citizens is a direct result of not cracking down on “illegals” in the US. The witnesses demanded policies that would make life so miserable for immigrants, that they would be driven to self-deport. One witness even received enthusiastic applause after suggesting birth-right citizenship be repealed. Read More
New Orleans Immigrants Weather the Storm
The response of New Orleans' immigrants to Hurricane Gustav is just another gross example of how attrition through enforcement doesn't work. A growing number of immigration raids, arrests and deportations are driving immigrants deeper into the shadows--even if it means ignoring evacuation orders and braving a deadly tropical storm. Immigration and Customs Enforcement (ICE) released a statement saying that it wouldn't be conducting any immigration enforcement activities in conjunction with Hurricane Gustav evacuation procedures, but many immigrants were either unconvinced or unaware of ICE's notice. Advocates said there was not enough time to prepare immigrant communities once the DHS press releases were issued. "We didn't have enough people to go into the neighborhoods where we know Latinos are living," Lucas Diaz told the Agence France-Presse. Many illegal immigrants became wary when they realized they would be asked to register at evacuation points for tracking purposes. "The government didn't give people assurances that they would be returned to New Orleans" and not deported," Jacinta Gonzalez, a day labor organizer with the New Orleans Workers Center for Racial Justice, said. "Just sending out press releases the day before the evacuation isn't going to work." Read More

Yesterday the National Hispanic Leadership Agenda (NHLA)--a nonpartisan association of Hispanic organizations and leaders--announced a bold new policy agenda at the DNC, calling upon elected officials, candidates, political parties, the media and the general public to consider and adopt the NHLA platform. The Hispanic Policy Agenda addresses prime policy issues facing Hispanics in six main issue areas: Education Civil rights Immigration Economic Empowerment Health Government Accountability NHLA Chair and President of the Mexican American Legal Defense Fund (MALDEF), John Trasvina, began by introducing the purpose of the National Hispanic Leadership Agenda as being the establishment of a set of principles and priorities that the candidates need to adopt if they want to gain the support of the Latinos.
