The Civics Lessons Many Undocumented Immigrants Have Already Learned
If the Senate’s comprehensive immigration reform bill becomes law, many undocumented immigrants who apply for and become Registered Provisional Immigrants (RPIs) would have to pass an English and civics test before becoming Lawful Permanent Residents (LPRs). These tests are administered so New Americans can show their commitment to this country by demonstrating that they speak English and understand the basic tenets of our democracy. Although the test is a formal set of questions about American democracy—How many branches of government? Who was the first President? What is the Declaration of Independence?—the work leading up to passage of the Senate bill was itself a lesson in democracy. Nativist Group Fears an Immigration Tsunami Under Senate Immigration Bill
Throughout its history, the United States has benefited in innumerable ways from immigration. Men and women from every corner of the globe, with every conceivable skill set and educational background, have come here and added value to the U.S. economy and U.S. society. Likewise, the arrival of every new “wave” of immigrants has elicited shrill cries from nativists afraid that all of these newcomers will swamp the nation, throw native-born workers out of their jobs, and undermine “our” way of life. The nativists never seem to learn the lessons of history in this regard, because they keep making the same baseless claims, and indulging the same irrational fears, every generation. Border Security Amendments To Delay Legalization Harm Immigration Bill Efforts
During The first full day of debate after the Senate approved a motion to proceed to S. 744, the Border Security, Economic Opportunity, and Immigration Modernization Act, several Senators sought to make the debate all about border security. In the process, they proposed amendments that tie border security increases to the start of the legalization program in ways that make legalization a virtually unattainable goal. One of these amendments is from Sen. John Cornyn (R-TX). His RESULTS amendment ties the fate of unauthorized immigrants who are already living in the United States, and who have applied for legalization, to the success of highly stringent border-enforcement measures in deterring future unauthorized immigration. However, applicants for legalization have no control over the ability of the federal government to maintain the integrity of U.S. borders, so there is no logical reason to link their legal status to border-enforcement metrics. The RESULTS amendment also mistakenly views immigration reform as a two-step process: enforcement, followed by legalization. However, the various components of immigration reform must be implemented simultaneously to maximize their effectiveness. The amendment breaks apart what should by a single, integrated revamping of U.S. immigration policy. Finally, the RESULTS amendment contains no mechanism for judging the feasibility or cost-effectiveness of the border-security measures and metrics that it would mandate. Read More
How Immigrant Entrepreneurs Fare in the New Immigration Bill
With the Senate Judiciary Committee’s vote last week to pass S.744 on to the Senate floor, a new proposal for spurring immigrant entrepreneurship and innovation will be before Congress. Title IV, Subtitle H of the bill creates the INVEST visa (Investing in New Venture, Entrepreneurial Startups, and Technologies) for immigrant entrepreneurs. This new visa program would allow immigrant entrepreneurs to come to the United States, start businesses, and create jobs in America. There would be two types of INVEST visas. A nonimmigrant INVEST visa would be renewable provided certain initial investment, annual revenue, and job creation criteria are met within an initial three-year period. The immigrant version of the INVEST visa would have basically the same criteria just at higher thresholds. The committee also adopted an amendment that permanently authorizes the EB-5 Regional Center Program, which has created tens of thousands of American jobs and attracted over $1 billion in investments since 2006. Experts from Left and Right Agree on Economic Power of Immigration Reform
In recent years, study after study has demonstrated a simple yet economically powerful truth about broad-based immigration reform: workers with legal status earn more than workers who are unauthorized—and these extra earnings generate more tax revenue, as well as more consumer spending, which creates more jobs. As a new report from the Center for American Progress (CAP) points out, this fact implies that states with appreciable unauthorized populations stand to gain economically from immigration reform that includes a legalization program for the unauthorized. Subtle but Dramatic Progress on Immigration Reform
Yesterday was day 3 of the Senate Judiciary Committee’s mark-up on S. 744, the Gang of Eight’s immigration bill. While it wasn’t as exciting as the first two days—no dramatic speeches or vocal disagreement—several important votes were taken to modify the mandatory E-verify program, adding and subtracting protections, safeguards, and reporting requirements. Senate Committee Debates W Visas and E-Verify on Day Three of Immigration Bill Mark-up
For the third day of the Senate Judiciary Committee’s mark-up of the “Border Security, Economic Opportunity, and Immigration Modernization Act,” committee members continued to work through Title Four (specifically regarding the W visa program) and began debating Title Three (about interior enforcement). The senators considered 21 amendments and passed 11 of them with mostly bipartisan support. Four amendments were withdrawn. The adopted changes included Sen. Chuck Grassley’s (R-IA) amendment to protect children’s social security numbers from identity theft and Sen. Sheldon Whitehouse’s (D-RI) proposal to help immigrant entrepreneurs. And they approved multiple changes to the E-Verify language in the Senate immigration bill to both strengthen the program and help small businesses comply with the new regulations. Read More
New Heritage Report Ignores Broad Consensus on Economic Benefits of Reform
Today, the Heritage Foundation released a report that attempts to assess the fiscal costs associated with legalizing the 11 million unauthorized individuals living in the United States. The new report is similar to a 2007 study, which was widely criticized at the time of publication and continues to be refuted today by conservatives like Republican budget hawk Paul Ryan, former head of the Congressional Budget Office under President Bush, Douglas Holtz-Eaken, anti-tax activist Grover Norquist and the libertarian Cato Institute. In addition, the Bi-Partisan Policy Institute’s Immigration Task Force (which includes Condoleeza Rice and Haley Barbour) remarked on the report after its release noting, “we strongly believe that this study’s modeling and assumptions are fundamentally flawed because they do not account for the many contributions that an appropriately reformed immigration system can afford our economy and our country.” Read More
Terrified Nativists Unleash Everything They’ve Got Against Senate Immigration Bill
Nativists are terrified by the Senate immigration bill. Legal status for most unauthorized immigrants; a pathway to citizenship for those who are legalized; more flexible limits on future immigration—all of these are anathema to the nativist vision of what the United States should become. So it’s not surprising that the nativists are letting loose with every empirically unsupported argument and scrap of misinformation in their intellectual arsenal. Nativists Trot Out Same Old Arguments at Hearing on Senate Immigration Reform Bill
With an immigration reform bill beginning to move through the Senate, one would expect a little originality from the nativists trying to stop it. After all, if “enforcement first” and “self-deportation” haven’t worked yet, perhaps it’s time to try something new.
